Restart your computer and get into BIOS. Usually this is done by holding down Del or F2 while its loading up. It should pop up with a blue box. Use the arrow keys to move over to BOOT. Make sure your hard drive is listed first on your boot order and not a CD or other removable device. Save and exit.
That’s all I got. If that doesn’t work than you need to find that CD. You didn’t say whether yours is a 32 bit or 64 bit OS or even what OS it is… Vista? Windows 7? XP? so that’s all I got. There are plenty of places to download recovery disks but you have to know what you’re running.

If it is Win7 then you can download a recovery disc by way of torrent from http://neosmart.net/blog/2009/windows-7-system-repair-discs/. You have to use a torrent client to get it for free (instructions at bottom of that page)
Then burn the ISO you download to a blank CD/DVD using imgburn using the "Write Image File to Disc" option. You have to write it as an image file.
Then boot from the CD/DVD and choose Startup Repair. It may take up to three times to fix all problems (it only fixes one error per use).
You probably have it laying around somewhere. It is relatively plain in color, even if it is an operating system disc. My mother’s Windows disc from Dell was green.
Also, try to restart and select Start Windows Normally. You may have gone in a wrong section and hardware failure did not occur at all.
You haven`t given name and model number or your Windows version?
With that info someone should be able to tell you how to restore factory settings, but you would lose all your personal files.
Installation disc is a cd or dvd with "Windows XP Vista or 7 Installation" written on it.
