Clean Registry and Optimize PC
The last time I encountered this on someones computer it was caused by a firewall program. Turn off any firewall programs you have loaded (including the one that comes with Windows) and see if that helps.
disable your firewall or try this shut down your computer and unplug your router for at least 10 seconds reboot plug router back in, you can also try a repair just right click on the little computer icon
You can reset the modem or plug it off for 1 minute and try again.
If that don’t work then your only solution is to call your Internet Service Provider and they should help you step by step.

It may be that your service provider halted the service. Call them and check to see if you have overdue payments or something.
perhaps a dns problem. try using opendns
