You’ve downloaded a virus and/or spyware and it is loaded somewhere deep in Windows. What this virus/spyware does is it loads a tiny executable that constantly regenerates itself and thus creates popups. It uses Internet Explorer (naturally) to load the popups. Whenever you start up Internet Explorer, the spyware program "sees" what you are doing or knows where you are surfing and it "suggests" a popup, notifying you that "You may have spyware". This is illegal (spyware and virus writers) to install this on the unknowing user’s Computers. You can try to uninstall any software you don’t recognize by using Add/Remove Programs or installing and running an Anti-Spyware program such as Microsoft Defender, which is free until the end of July, but you may have to just reinstall Windows. You also may try going into the registry (click Start>Run and type Regedit) and try tollok for any instances of the executable or program that is maliciously installed. I wouldn’t suggest downloading any free registry cleaners since they may secretly install spyware also. Also, a good rule of thumb is to ignore any ads saying you may have spyware or a virus, only the Antivirus software or Adaware software would truthfully tell you that. Good Luck.
Registry cleaner: if you really need one, Eusing is good but don’t change anything without
(a) Preparing a System Restore point, and
(b) knowing what the effects of the change might be.
Don’t be fooled by boxes that only pop up when you are online, saying you need a registry cleaner or anything else – they are advertising. If you click on the buttons they take you to a sales site. Just close them.
I am not an expert but it sounds to me as if maybe your network settings need to be changed.
This is outta my league, but I’ll give it a shot. It sounds more like spyware/adware than a destructive virus. Here’s what I’d do:
1) Open Internet Explorer or your favorite browser, then go tools, then internet options. Delete the cookies and temporary files.
2) Go to My network: delete anything that is not part of my normal network.
3) Go to start, programs, accessories, (internet? I dunno – my PC is all in Japanese), and then Internet Connection Wizard. I’d set up my internet connection again. Get the info for your ISP and reconnect.
I don’t know if that’ll work, but try it one thing at a time and see.

try to clean ur internet start-up,or chanfing it..if it doesnt work,then check for spyware(it seems a spy rather than a virus).
try Zone Alarm,it’s pretty good.if nothing works out,turn on the computer in safe mode(restart it and keep tapping F8 until u see the screen) and search for viruses,because some viruses cannot be detected any other way.
Generally there are various reasons for your problem, either may be because of Virus or spyware.Try to use Norton , of course its not free and try to buy atleast Zone Alarm , an effective anti-Spyware program.If you want to clean your registry, lot of products are available , you can check in http://www.download.com
If you are really serious about registry cleaner, try registry mechanic, which can be downloaded from the above site, if you need a full fledged program of it, pay around 30 USD
try using zone alarm security suite
it has every form of protection you need all in one, and it has never failed me….
you may want to get a trial like right now and update the difinitions and scan…

See to solve the problem once and for all just start this:Reinstall XP,then install NOD 32 ANti Virus, this is the best ever anti virus system ever..Please do try this…Just clear everything.

Do a system restore by going to start menu then accessories then tools click on system restore and follow instructions to a previous date and go to http://www.grisoft.com for free anti virus download.
