Well…..yes…..but its not as friendly as they probably should be. Microsoft knows that they need to concentrate on the OS, so they leave the extras to other companies (for the time being).
You can always scan your registry through regedit. You can manage your startup files using msconfig. Windows defender scans for malware, but is not too user configurable. Windows Explorer in conjunction with the various control panels.

clear up your hard disk. Defragment. Run antivirus. Make sure you have the updates. That should help.
