.Net 4.0 is the latest version of the .Net framework. It was built to support the 2010 Visual Studio series. Being the most recent, it probably has the best fixes for that MS "Virus" you mentioned. They should have just kept XP, and dumped "Virus", long ago. 4.0 will work with the new "7" platform, also. I believe that VS 2008 will run fine on 4.0 too. I haven’t tried, but due to how MS does things, I’m sure it will. 4.0 is basically just the latest update to the .Net series.
ANY solution to a registry problem requires at least one reboot. Run CCLeaner on the registry, then reboot. See if .net will install. (One at a time, from earliest to latest version, in order. Reboot after each installation.)
If that doesn’t do it, you have a major problem – take the computer to a repair shop (not a "store" – someone who actually knows how computers work) and pay for the knowledge you don’t have. (Do you do your own medical work too, or do you pay for the 6 years your doctor spent to learn how to "fix you"? It takes that long to learn how to fix computers.)
You can’t dictate the solution – Windows works the way Windows works, and you have to do it that way.
