You can get new DVD from Dell for the cost of shipping, but they won’t give you a free Windows 7 key. It’s not needed, anyway, as Dell DVDs run a BIOS check when they install to see if it’s a Dell computer. If it is, it self-activates.
Burn an Ubuntu disk, boot from it, and copy your pics to a flash drive that way. In fact, you might think about doing what I did, put Ubuntu on your parents computer so that you don’t have to mess with them screwing up a Windows installation. Just a thought.
Can’t vote yet (25 points away and won’t make it today). But IJINNI suggests the same thing I would. After the issue is resolved, check for viruses, use a program to fix your registry, then make a backup. Backups are your friend. And update it at least 1 week after you make any changes (but no sooner than using the computer and new programs for at least 4 hours).
Your issue is caused by what people are downloading. ANY antivirus is only protection, it is NOT a guarantee that you can’t be infected. An example is if you had sex with an IV drug user often, you probably WILL get a disease whether you use protection or not. Alot of older people are kinda clueless, but this is something someone chose to download, not just an incompetent person using the computer incorrectly.
Dell WILL give you a new dvd for free, but you need to pay shipping and handling which is fair. OR better yet, you have a hidden partition on your computer with the OS, all the drivers and all the preinstalled software. All you do is hit a set of keystrokes at start up. This is faster (only half an hour versus and hour and a half) and ALOT less frustration (only one reboot instead of a dozen or so. Dell will send you the dvd but they will NOT send you a product key. They can NOT legally do so. They (and you) do NOT own the OS, you are using it under license. IF you reinstall your OEM OS the LEGAL way, it won’t even ask you for a product key.
IF you format your drive whether by dvd or by the hidden partition, you will lose your documents. You can pay a college kid or a shop to try to save them BEFORE you do the format. We can do it, but it is a hassle and no ones going to do it for free.

Formating and re installation is your best bet. The key should be on a Certificate of Authenticity stuck to the outside of the computer itself. As for an installation disc, one should have came with the computer, you may be able to get another one from Dell, but I’m not sure about that. If you look hard enough, you should be able to find a copy of one online, just make sure it is a OEM copy, although depending on the current state of your computer, you might have to do this from someone else’s computer since you will have to burn it to a disc.

if it doesn’t work, you may also try to do a system restore
then call dell if nothing else work.
Have you checked whether your PC is working in Safe mode?
If your PC is affected with virus download and run the following software’s which are free and secured to keep your system virus free.
1)Start your PC in safe mode with networking(press f8 at start up) and download malawarebytes and scan your PC to check for any malicious files on your PC.
2) CCcleaner…….download cccleaner from "http://download.cnet.com" to run cleaner and fix the registry issues.
3)Super-Antispyware…..download Super-Antispyware from "http://download.cnet.com" and scan your PC to chek for any additional hidden viruses.
4)Also keep updating the Anti-Virus on your PC regularly for preventing your PC from getting affected with viruses.
If Safe mode doesn’t work try to restore your PC to a restore point when the system was working fine and If system restore doesn’t work then, You can try to repair the Operating system by using the Windows 7 Recovery disc which you can download from the below link on a differnet computer, copy it to a USB flash drive and boot your infected laptop from the USB drive.
