The Microsoft Windows Malicious Software Removal Tool checks computers running Windows XP, Windows 2000, and Windows Server 2003 for infections by specific, prevalent malicious software—including Blaster, Sasser, and Mydoom—and helps remove any infection found. When the detection and removal process is complete, the tool displays a report describing the outcome, including which, if any, malicious software was detected and removed.
Microsoft releases an updated version of this tool on the second Tuesday of each month, and as needed to respond to security incidents. The tool is available from Microsoft Update, Windows Update and the Microsoft Download Center.
Note The version of the tool delivered by Microsoft Update and Windows Update runs in the background and then reports if an infection is found. If you would like to run this tool more than once a month, use the version on this Web page or install the version that is available in the Download Center.
Because computers can appear to function normally when infected, Microsoft advises you to run this tool even if your computer seems to be fine. You should also use up-to-date antivirus software to help protect your computer from other malicious software.
To download the latest version of this tool, please visit the Microsoft Download Center:

If something has disabled your antivirus then it’s probably a virus that’s done this.. if it’s such a nasty virus that it has destroyed your sound drivers and other things… the best advice is to back up any documents and pictures you really need… and format that computer.
Something is disabling that anti-virus… and it’s most likely a virus that’s done so…
You could TRY reloading windows… and reinstalling your antivirus … if you do not choose to reformat then windows may correct the driver problems… and uninstalling the antivirus, rebooting, and reinstalling, and updating, MAY correct itself as well…. but doubtful.
Run a web based anti-virus from one of the major vendor websites like mcafee and make sure there really isn’t a virus still on the machine.. if it says you’re OK… then you could try the overly of windows…
most likely you’re looking at reformatting if that won’t work.
good luck.
you have been hijacked!!!!! you need to reload windows
hope you backed up everything
Reload your computer. You fuxored your PC. Stay off bad websites. Lesson learned.

Your computer is mess up and windows files corrupted. You have to reinstall windows operating system. Remember first thing to do, is to install free antivirus, antispyware and firewall before doing anything else on internet.

I think you computer got serious infected and corrupted by trojan/virus.
Just even if onje trojan get in your system, doesnot mean that the problem is solved by manual removal. It shows how unprotected your system is and may have been infected by many more viruses/trojans.
One main symptoms is that it would not allow norton antivirus to start to prevent it updating so that norton may remove it afterwards.
STEP1
What antispyware you have use ? If not, use following free one (both):-
superantispyware (use free edition) :
http://www.superantispyware.com/download.html
avgantispyware free edition:
http://free.grisoft.com/doc/download-free-anti-spyware/us/frt/0
Download, install, update and then scan your computer.
If you have some other, still download above 2 and install them
STEP2:-
Use AVG antiroot kit (rootkit allow remote hacker to take control of your computer
http://www.grisoft.com/doc/download-free-anti-rootkit/us/crp/0
Step3-
Use firewall like free version of Zonealarm
http://www.zonealarm.com/store/content/catalog/products/sku_list_za.jsp
STEP4:
Antivirus program. Do you have any? If yes, update and scan. If not (since norton not working, use this one) download this free one:
http://free.grisoft.com/doc/2/us/frt/0
Download, install, update and then scan your computer.
PS:- If problem is solved, remove avg antivirus and reinstall norton antivirus.
If you are not able to do internet, only option remaining is reinstalling windows again
