Yes they are legal in texas, there is little recoil, because there is no projectile. With a projectile the bare mininum amout of preassure is used to launch the bullet. The rest turns into recoil.
I used to own a .22 blank-firing revolver. It had absolutely no kick at all when I would shoot it. Not much of a bang either. If you were to try making this one to fire live rounds, it would have been ruined. The thing was a POS made of pot metal.

You can own a blank firing gun in Texas. What causes recoil is the expanding gas of the burning gun powder pushing against the bullet and the gun. Since there is no bullet, there is no recoil. Cost of blank cartridges varies depending on the size. A real gun, particularly a revolver, can fire a blank cartridge. A gun, designed to fire blanks, can not fire a real bullet. Usually the cylinder is blocked in some way or the barrel is. Blank firing guns are not made of the same strength metal of a real gun. Even if you did figure out a way to fire a real bullet in the gun, it would blow up in your hand.
