most virus are spread through IE. IE is not a safe browser. you should use a more secure browser to protect your PC from virus.
i recommand you to use firefox with Google toolbar. firefox can block any any popup and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE browser. as you know, most of virus spread throught internet and webpage.
besides, firefox is much smaller than IE, so it run faster than IE.

Sounds like you need a firewall program. With a firewall you can lockout what you don’t like and pass through what you like.
try to run both of your anti-virus and anti-spyware with your computer in safe mode. alot of the times, adware and viruses hide themselves as windows files, so when your delete them, they just reinstall themselves after your restart your computer. just try to run them in safe mode and see what happens.
Disable system restore to delete spyware/adware in it (Remember to turn it on again).
Scan with your antivirus program and some online scanners like http://www.bitdefender.com/
and a security/antivirus scanner like http://security.symantec.com/sscv6/home.asp?langid=ie&venid=sym&plfid=23&pkj=QVLBZTVOGXFSTZHSZPW&bhcp=1
Scan with Ad Aware SE Personal and Spybot-S&D.

*Note: Have only one antivirus program and one firewall installed on you computer.
Adware/spyware removers are ok to have more of.
You need to get a free program called ‘HijackThis’, (http://www.spywareinfo.com/~merijn/programs.php),
and run it as instructed. Then go to either cexx.org message boards or geekstogo.com forums, and click on the spyware forums.
The mods will tell you to send a copy of yourHijackThis results, then walk you through the rest of it..
Every time I’ve used them, my comp runs like new.
Try adaware anti-spyware.
Ah yes, Microsoft Windows is awful when it comes to security and stability isn’t it? Norton isn’t worth using. Short of upgrading to Mac OS X or Linux, you’re best shot is to use SuperAntiSpyware.
