Do these popups say "Messenger Service" in the title bar?
If so, then you are using an older version or (un-updated) of Windows (pre XP SP2). These type of popups exploit the Messenger Service in your Windows OS, which after XP SP2 is disabled by default.
A popup blocker "thingy" will be of no help in this case.
You have 3 choices to end the problem.
1. You can disable and stop Messenger Service by typing "services msc." (without the ""s) into your Run Box and then disabling and stopping Messenger Service.
OR
2. You can use the free utility called Shoot The Messenger to automatically disable this unnecessary service.

Please note that Windows Messenger Service is not the same as any Instant Messenger program that you may have on your computer. Disabling it will not cause you to lose any IM functionality that you may have.

3. Update or upgrade your operating system to at least Windows XP Service Pack 2 (SP2).

Sounds to me like you've picked up mal-ware of some sort.
FIRST run this on-line scan to find out:

If any mal-ware resides on your puter it WILL find it and automatically delete or fix it.
If you find no infection with that scan then I suggest you download, install and run TweakNow RegCleaner. It's quite simple and EXTREMELY SAFE. Get it from here:

It's more comprehensive than the Tweak Now.
Both will clean up your computer Registry just fine!

SS&D is a VERY comprehensive prog that does a GREAT job! Just be sure to UPDATE it once you have it installed and then Immunize. Turn on the Tea Timer in the Advanced Mode under Tools>Resident and put a check in the box next to "Tea Timer". This will be a BIG help in keeping your Registry from being changed when you don't want it to be. When prompted you can "A" = Allow or "D" = Disallow the change to be made.
Ad-Aware se Personal is the PERFECT compliment to SS&D!!! At the bottom of the list get "Ad-aware 6.1 (2 MB)" here:

it sounds like an adware has infected your system. first, don't buy on popups. these are scams luring you to give your personal credit informations. next run a valid adware removal like ad-aware or spybot.
