Try ToolbarCop.
"ToolbarCop is a browser extensions manager which can disable or eliminate the following browser add-ons selectively from Internet Explorer:
Browser Helper Objects (BHO)
Toolbars
Standard Toolbar buttons
Context menu Extensions
Download managers
Protocol Handlers
Horizontal / Vertical Explorer Bars (side-search bars)
Startup applications originating from RUN registry keys. "

Thats an odd problem. It sounds like the files that say "Be sure to remove everything" got screwed up. I’d try downloading a new version of the program, install it, then uninstall.
There is probably a better way, but…
Goodluck.
What I would do is try going to their website and finding an application which will completely clean your computer of the program.
Hope this helps
