Hi there,
try Doing this.
1. Start the computer normally and on the start menu, click run and type Msconfig, then Click the start-up tab. Make sure that security suite is disabled on start-up.
2. Download Avast and Malwarebytes from a different computer onto a flash drive.
3. Boot into safe mode with networking, and Install the 2 programs, then update.
4. Right click my computer, properties, then turn off your system restore.
5. Scan with Avast and quarantine anything found, restart back into safe mode, and then scan with Malwarebytes. quarantine, and Then restart the computer regularly.
6. Turn your system restore back on, and Make sure You Keep up-to-date security.

Download kaspersky internet security suite for trial.
It will remove all troyans/malware etc. It’s the best.
Download the Internert security software such as AVG to remove it. So it won’t pop up again.

Do NOT clean the registry, it will make removing the virus/malware more difficult.
The infection is preventing MalwareBytes from running. Try renaming mbam.exe to something else like test.exe, xox.exe. Pick any name. Then try running it.
Try running both of these.

After running the two, try MBAM-setup.exe once again. Do a full scan as much as possible.
