It means that you have set "blank" (no URL) as your homepage. It is harmless. It also makes the browser start quicker.
about:blank is an Internet Explorer feature that it shows up with nothing on it. If you are on the about:Tabs, when you click Close, it goes to it. If you set it to your homepage as well, it will start up your browser somewhat quicker. No security threats in it, so don’t worry about it – just an Internet Explorer default page.
