I would recommend you perform a "repair" installation on your system. This will wipe all the DLL’s and other system files and replace them with fresh new ones and should stop the error. It will not ruin any settings or files either!

1: Download a registry cleaner and install it.
2: Open the registry cleaner and scan you computer for free.
3: Click fix button and you done.

Why not just restore it back to were ever u want.
Run a scan disk and defrag. It is hanging while loading a file. Sometimes that will correct the issue and allow Windows to load it.
If that fails, the next time you get just the background, press crt+alt+delete and open the Task Manager. Select "New Task" and type in: explorer.exe
This will force Windows to skip the file load and go directly to the desktop. Again, getting there once may resolve the issue.
If that fails, try creating a new user profile, as normally a cursor only boot like that indicates an issue loading a file in the user’s profile.
Its sounds like ur windows has been corrupted and while deleting the malwares, .exe and registries ur anti malware may have deleted the windows system32 files
my suggestion is that u repair ur windows, and uninstall all malwares and the temp file and other clean up programs and install all in one Microsoft Security Essentials and Ccleaner (Both after repairing ur windows)
