So what kind of FPS are you getting on the game? If you are getting less than 30 then you are not getting the proper frames per second.
Have you tried reinstalling your video card drivers?
right click on the launch icon, click properties, and try the compatibility options.. set it to an older OS.. worked for me in some cases..
The problem is with your processor.You need to change it.(But first try to fix it)
It sound like your settings is out.
On start up hit the delete to enter the boot menu.
On the boot menu restore to factory default
Your CPU might be running at two different frequencies, This will cause lagging.
Maybe its your net? On my old old comp – which is worse then yours i assure you xD i ran CS:source fine. So maybe after all the reformatting, could actualy be your net? although im not sure.
Also! i thought ide share this. My fiancee actualy found this and i use it too. The free version is actualy pretty good lol. Simply download, install, and when you got it running, hit the "Care button" it will do all sorts of thigns and help clean up your computer, including a defrag. Looks for alsorts liek registry probs and spyware etc etc.

Just for clarification: a computer lag is a short time period in which the computer does not respond. Why you cannot hit anybody in some game might be something different. If you’re certain that you do everything as you should but the game still doesn’t respond the way you expect it to, give one very specific scenario how that works out and what exactly goes wrong.
Edit: I believe your assumption is right, you seem to have hardware problems. There are programs out there to test your memory and CPU (ie memtest). If your board is gone (which is quite common), most likely will you end up having to replace the motherboard/CPU/RAM component and possibly also the harddrive and/or power supply in your computer, depending on the age of your system. If you’re lucky it’s just a RAM stick. That’d be the luckiest failure.
