the video card RAM is probably failing, since you said that it shows only 256MB of video RAM instead of 1GB,

Get magnets your phone away from the screen!
If you have a CRT (not a flat screen), then strong magnetic fields can do weird things to the image. This is often from a fluorescent light near the monitor.
If you can move the monitor, see if it does the same thing in another location. If the problem goes away then look for anything that could cause a strong magnetic field. Or try attaching it to another computer if that is an option (if you have a laptop, or a friend with one, that would work). If the problem goes away with another computer then the problem is with the video card.
If the problem exists in a different location and with a different computer then the monitor is going bad. It will need to be replaced. It probably isn’t worth trying to get it repaired, even if you can find anyplace that would do so.
As for the incorrect RAM – I am assuming this is the system RAM. If you have 1GB, and the system is reporting 256 MB, then you most likely have 2 256MB RAM modules, with either 2 more 256MB modules or one 512MB module. Make sure that all of the modules are seated correctly (pull them out of their slots and plug them back in). You could also try switching them around to see if the reported amount changes. If it does, but does not go to 1GB, then you probably have a bad module.
