If google diagnosed a site as having malware would it be safe if this came up?

After google told me a site was suspicious of having malware this came up, does that mean I can access the site without damaging my computer? thanks.

My HP laptop won’t start, how do I disable the driver signatures to make Windows start?

As far as the driver digital signatures, it crashes right after I see my screensaver and reads me this long error message.

If you have a windows installation disc, insert the disc and restart your computer. Click "repair your computer," and then choose a recovery tool.
Otherwise, to start Windows so you can investigate further, press the ENTER key to display the boot menu, press F8 for Advanced Boot Options, and select Last Known Good. If you understand why the digital signature cannot be verified and want to start Windows without this file, temporarily disable driver signature enforcement.

Safe Mode (won’t work)
System Repair (won’t work)
System Check Point (none created)
Okay, it let me in Windows, where do I go from here?

How can I figure out the problem now that I’m actually in Windows now?

I’m paranoid, I feel like any minute it’s about to boot me off and give me that dreaded all blue prompt screen again-lol

What is an easy fix for my slow computer? Any free legit virus/spyware scans/removal?

What processes should be running in my task manager with no applications open? What is safe to remove?

Where is malicious software or folders commonly found and how do i remove these items?

I own a Toshiba Laptop if that helps. I got some things on here I would like to keep therefore I cant restore my harddrive. Thanks for your help guys.
