Not quite sure about WinSock 2, but I experienced something similar once, after using a registry cleaner (regscrubXP or something like that)..
I solved it by running a repair install from the xp cd..
Maybe that could do the trick, but be aware that you probably will need to install all windows updates again.
Asuming your using xp, you could also try running this command "sfc /scannow" with the xp cd in your cd drive.. windows will then check for damaged or deleted system files..
its been some years since i’ve used windows myself, (switched to mac), so i haven’t followed the latest development, but hopefully this will help you

damn…im thinking you should start windows in safe mode and try use the backup facility to get your files out. if that doesn’t work, well how good are you at handling hardware…its a simple task and i can walk you through it if you like….
in a nutshell, physically take out the hard disk and connect it as a secondary drive (2nd drive) on another pc (which should have a good anti virus), start up the pc and you will see your hard disk on the other pc, scan the entire disk for viruses, backup the files either on the other pc or on your jump drive.
take out your hard disk, return to your pc, format disk and install OS, antivirus, then recover backed up files. 🙂
Try the registry cleaner’s help site…go to the microsoft help site and data base for the version you are running. Man, bummer. yup restore is a good idea.

Are you using XP?
if so, try a system restore
Click Start->Help and support->Undo changes with system restore
Select Undo changes to my computer
Pick a point before you did the registry cleaner.
HOPEFULLY that will work.
