If you can get it to run in "Safe Mode with Networking", go to Malwarebytes, download it, update it, then restart in Safe Mode ( no networking ) and run a "FULL SCAN " . You still have an active virus, you anti virus did not remove it.

Malwarebytes is the best thing going out there, paid, or free! And it’s FREE !!!
You don’t have to worry about your present anti virus, MWBs works fine right along with the anti virus.
Just by the way you describe the computer running slow, tells me you still have a background worker running that your scanner did not find.

what i would normaly do for this if virus scans wont work and programs are acting funky i would do a system restore. if you have any files on your computer that you want to keep you should transfer them to a secondary storage device. if you have any purchased programs that you have no cd for i would contact the purchaser and see what they can do. once all of that is under control search recovery or backup and do a factory setting default restore. all files will then be lost and the computer will have all of the original programs and be just like the day it was bought.
I would suggest, get rid of Vista and go for XP. I have to install windows XP too because Vista was very slow.
