The solution you found online might not be a real solution to your problem. What you are finding are generic solutions to some general problems with Vista. What you should try, with no guarantee, is uninstall the program that is exhibiting the problem. Then right click on Computer in Start menu, and Properties. In that window scroll to the bottom of it, and make sure Windows is activated. Then go to all programs, Windows update and download any updates. After Windows is up-to-date, try reinstalling the program.
if you don’t know how to restore windows properly, take it to a professional.
I would copy any needed personal files to cd/dvd or external, then reinstall Windows Vista.
Put the disc in the drive and click install.
If this doesn`t work, restart computer and watch for a message on screen "press any key to boot from cd/dvd"
Press a key and the files will load, just follow the simple instructions.
You might be able to restore factory settings without using the disc (easier method)

These are factory restore instructions for the Inspiron, don`t forget to back up your personal files.
1 Turn on the computer, when the Dell Logo appears repeatedly press the <F8> key until you see the Advanced Boot Options menu.
2 From the Advanced Boot Options highlight Repair Your Computer with the arrow keys and press <ENTER>.
3 Click Next >
and login to your administrator account on the computer. The administrator account is the account created the first time the computer was turned on.
4 Click Dell Factory Image Recovery and DataSafe options and follow the prompts provided.
