Most likely you need a defrag and file cleanup. I suggest you use Tune-Up Utilities 2008 to clean your computer up. You can get a trial at:

And when you start the program you get the trial screen. Select enter key and enter the following information to unlock the full version!

PSS: It could also be a virus and you can get a good anti-virus software from http://www.comodo.com
Virus is the one of the main causes apart from dumping of files including short cuts in the desktop. This can be fixed with the help of anti virus software and by transferring the files from the desktop to some other places.
Could be a defrag is needed or it could be that you have spyware, maybe RAM issues or your temp internet folder or hard drive is full… hard to tell. I’m sure you don’t want to do what I do when that happens … LOL (I erase the hard drive and reload)
You could look at the task manager and see if there is something eating all your resources.
I would suggest immediately downloading and using Firefox or Opera as you browser and never use Internet Explorer ever again. IE collects alot of crap that will slow you down as well as gives you the evil popups from hell.
Too many programs installed. Delete those you don’t use.
Some people say Google toolbar may slow down your computer. You may try to delete a toolbar and see if you have any difference. You can always re-install it – takes minutes.
Try to clean up your disk periodically. Go All Programs → Accessories → System Tools → Disk Cleanup. It will get rid of all unnecessary files for you.
run disk cleanup< deframent it< or depending on your os , restore..anyhung can cause it…if your on yahoo alot its going to run slow cause they cant keep up…
Your PC is probably infected with adware & spyware if:

Below can help you speed up your pc:
For IE, click Tools, Internet Options delete files (offline files) clear history (set days to save to 0 if you want) click o.k., and Restart
For Firfox, press ctrl+shift+del, and click clean private data.
Manage your startup:
Open your Start menu -> Click Run -> In the command screen type "msconfig.exe" -> In the "system configuration utility", click either "service" or "startup" tab -> Uncheck all programs that your are no longer using.
De-Fragmenting
1. Right click of C Disk.
2. Click properties.
3. Click tools tab.
4. Click "Defragment now".
5. Click Defragment.
You can search which process full use you cpu, and end the process.
Under steps:
1. right click on the TaskBar.
2. click the Task Manager.
3. click the processes tab.
4. double click the CPU.
5. find if the "System Idle Process" is max.
6. if not right click and click end process.
