   the best way and safest way is to reformat the hard drive, and install the OS

   I myself as a Programmer use CCleaner (Formerly Crap Cleaner) Its an awesome program that pretty much does everything you could need:

   Uninstall programs
   Delete Registry Entry Issues
   Clean up Registry and Cache
   and alot more
