No, but seriously, you haven’t given us details. Is it a virus? Did you delete parts of the registry? Are you running a pirated operating system?
An easy, free software tool to run is called Tuneup Utilities. Obviously there are editions by year (2007, 2008, 2009 etc.), though there are few differences between them. Read the article attached to this answer, and follow the directions. If you manage to install it, try One-Click Maintenance. If that does not fix your problem, try backup system restore.
If all of this fails, give us more details. Do not jump the gun and reinstall your operating system just yet.
