well when we talks about registry cleaner, the main thing it does is, it removes un-necessary registry files from the system which may have come due to unsuccessful software uninstallation.
So when it comes to the best Registry cleaner for me is jv16 PowerTools 2008. I have tried almost 25 registry cleaners so far and without a doubt it is the best.Helped me a lot to speed up my HPDV51-1104tx. I heard that they are going to release the new version in next February.(jv16 PowerTools 2009). I'll put a link to download the latest version.

It's a free program that stands for crap cleaner – it will clean internet cache and temporary files, but also has a clean registry option. Run that – tip – run it several times until all errors are fixed.
if you haven't cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events produces a key. That key needs your PC's resources and free space. So, if you clean your registry, you make more resources available for speed. Do a registry scan if you got more than 20 errors you should clean it. You can repair broken registry keys. I not sure if you want to go through and remove useless keys. It would take ages.

The registry is basically a very primitive database where critical information about your system and software configuration is stored. The design is flawed at it's core and the technology used is circa 1985 causing a great deal of unreliability in the system. One of the key flaws is that the registry is very vulnerable to bit rot. That is random minor changes in a file that wouldn't affect most files but flipping a bit in your registry can have a huge impact if the right hive and entry is changed. Your machine powering down unexpectedly is a common cause of bit rot and the registry since most software on your machine is reading and writing too it so much is the most common victim of bit rot.
More typical of the mistakes is the things the registry cleaning software is meant to fix. Smaller mistakes that are easily corrected. If you don't use a registry cleaner you'll have to wipe and load your machine that much sooner. You might add 6-12 months or more to the life of your installation by using a registry cleaner.
I don't have much in the way of suggestions I'm afraid. I moved to Linux several years ago in part because of frustrations with such core design flaws in windoze. What I suggest is just researching the ones you think are most likely to be good. Google them and look for complaints about the software. Widely used software should have a few complaints but not lots of them. If you find lots of praise from independent sites then that's probably good advice.
A registry cleaner is there to identify and remove entries to your registry that are unused, broken or unneeded. Say for instance you uninstalled a program, the registry entries will still be there for your program on the off chance that you decide to install it again.
The registry cleaner will remove those entries, the benefit of it is that it speeds up your computer, it does that because with there being less entries, the time for your computer to go over all these entries is reduced.
A good cleaner that I'd recommend is CCleaner, which is careful about it's scanning your registry so the chances that you'd delete an entry incorrectly is reduced.

The registry is a special file ( set of files ) that contains information about your system, including program information that has been loaded. When you remove programs from the add/remove programs in control panel more often than not the removal routines do not remove records written to the registry.
As your computer boots it reads the registry to try to perform functions – and these unneeded registry entries just cause the file to get bigger and bigger and it can degrade system performance.
Theoretically, registry cleaners will read through your registry entries and remove unneeded records. I've never trusted them however, as a single removal of 1 record incorrectly can render your system useless.
Be very aware of this, and read many sources about the particular registry cleaner you are interested in.
