I personally use Uniblue (Microsoft Gold Certified Partner)'s registry cleaner http://www.liutilities.com/products/registrybooster/ It has backup and restore features too, besides cleaning, defrag and optimization.
Highly recommended and they have really helpful support.
I'd say it's probably Registry Mechanic. Thats what I use and my computer runs fine. Theres a trial version for download, but then you have to buy it. If you like, you can always illegally download it, but then it doesn't update, not that it's really important to update, still works the same way.

I have been running vista home premium since it came out and downloaded the cleaner from the link below to scan my registry for errors. It cleans more than your registry as the website will show you.

dont touch the registry if you dont know what you are doing. even if you have best software.
To answer your question first, the least dangerous I would suggest is CCleaner. Google it, it's a free download.
Some things to consider.
The windows registry is the backbone of the operating system, Screw up the registry, the chances are unless you have a restore point your only option is reinstalling.
It is one of the most complex and protected pieces of software on the planet.
The built in registry server module provides maintenance and repair functions in the background and maintains copies of core data in multiple locations to restore or replace corrupted hives and keys. It is trulely a remarkable piece of software and you never know it's there.
Why doesn't Microsoft offer a "cleaner"? They maintain hundreds of thousands of web pages describing the function, and repair of operating system problems and whenever the repair requires registry editing, they clearly warn you that done incorrectly can permanently damage the system. Hmmmmmm, and it's not because they don't know why.
The fact is the errors reported by these so called cleaners are usually left over information from software no longer installed. They are marked to be ignored and may only amount to a few hundred KB. We are talking about taking nono-seconds of cpu time to process.
nuf said, I have been using my Win2kServer system for 7 years, no reinstalls, no registry cleaning and no problems. Don't fix it if it's not broken.
Ask yourself, why do these fear mongering software hucksters saying there are dangerous and performance robbing errors, and then make you agree they are not responsible for any problems caused by their software before you can use it?
