Speed is a combination of ram and ram speed, hard drive speed, video speed, processor speed, psu power, internet power and how many peeps are on the internet that day. Phewwww………. some days are even better than others. Speed really boils down to how much money you can or want to spend on speed. You can save money like I do and do it yourself, but thats another story. Also its partly how much time you can spend on pcs which I am lucky as I am retired.
You said you turned your graphics to the highest quality? You’d most def want to have the quality low and performance high. You may lose some detail, but game play should smooth out. Just because the game runs on highest settings doesn’t mean it will run WELL. If you have your screen resolution set high, like 1650X1080 you may want to scale it down a notch, this will also take some pressure off your graphics processing.
Another gig of ram is very cheap and can’t hurt assuming your mother board supports it.
I’d think the biggest cause for choppy gameplay however would be your graphics processor. The ATI radeon xpress 200M I think is a chipset with graphical integration "based on the radeon X300", but not sure if that means it performs the same or not. As you said it’s not a powerhouse by any means, and the fact that it has no dedicated RAM of it’s own can hurt your chances as well.
