Try this computer clean up tool:

It works very well.
Hello. There are many ways to speed up your computer:
1. If you know the current hardware for your computer is not at its maximum, you can try to upgrade your RAM or adding an additional hard drive ($60 for a very large hard drive.)
2. You can also try to run Disk Defragmenter and depending on the size of your hard drives it will take 3-4 hours.
3. Another option can be to run Disk Cleanup. To do this go to My Computer > Right-click on a hard disk > Properties > Disk Cleanup under the General Tab. When the window pops up, I suggest you check all options except for Hibernation Files.
4. Having many icons on your desktop, quick launch bar (next to the Start button, and in the system tray (near the clock) can slow down your computer. Remove the ones that you don't often use.
5. If you don't really care for the extra visual effects in Windows (such as text shadows), try to do this. Right-click on My Computer > Properties > Advanced Tab > Settings under Performance category > Visual Effects tab > select option for Adjust for best performance. In addition, go to the Advanced tab next to Visual Effects tab > make sure both categories are selected for Programs. Under Virtual Memory on the same screen > Change > System Managed Size. Click OK on all the windows. The system might ask for a restart.
Reformat would be my very last option. If you do reformat, make sure to make up your user files such as documents, pictures, etc.
Hopefully this helps.

you should have framed your question with little more details…
If you have too much of junk(I think you meant useless data by "junk" ) and you dont want to go through the pains of deleting them individually, then I will suggest backing up your necessary data somewhere and try formatting the computer.
If you can delete them individually then delete them and use some tool for defragmenting.I would recommend "Perfect Disk"
Go to start, control panel add/ remove programs and get rid of the programs you don't use, if it's slow at start up go to start, run and type in msconfig and shut off un necessary start up programs. Download pctools it's free and it helps.
Reformatting will get rid of everything on your computer. So make sure you have the proper XP install CDs as well as some way to reinstall your drivers. Also back up everything you need before doing this. I am a strong believer that every computer needs a good reformat every so often, and it helps a great deal. Also, see how much memory you have, it'll help your computer go faster if you get more memory (RAM, not Hard drive space).
The most effective way to do this is to delete the partitions, recreate them and format, then install windows xp. I did a tutorial on this in my forum.

Formatting a hard drive means you wipe it clean and then put just enough information on it that the computer can tell it's a hard drive. That's probably not what you want to do. Instead, try defragmenting your hard drive; that can speed things up.
For more information on defragging, search it on google. You'll need a disk utility like Norton.
Formatting a hard drive wipes it completely, so even the Operating System will be erased. If you have a Windows XP disk and you are sure that you have backed up all your important files (don't forget passwords and registrations) then a fresh installation is probably a good idea.
A safer, simpler way to speed it up is to download a copy of C Cleaner. Use the utilities on it to spring clean your system.
