You’re on the right path…but there is some chance that your campus outage or just internet use has introduced Malware etc. Your A-V software wouldn’t necessarily pick that up. BTW, you say you’ve run two AV programs. I assume you just did scans now but run only one program day to day as that alone could cause system problems such as what you describe.
Try downloading and running Malwarebytes
Also download and install and keep Spybot Search & Destroy on your system. (Be sure to get the real thing from Safer-Networking.org). Update it regularly and Immunize the system after every update (with Browsers closed). It will coexist with any AV software
Also Run Windows Update (Custom) and install Root Certificate updates that will likely appear in the optional updates listed. Also install any updates keyed to your hardware and configuration.
Finally, try booting into Safe Mode with Networking and spend some time on the internet to see if you get the same results.
Last two steps are aimed at possibility It might be a driver conflict or other conflict that was introduced with some "repair" your campus admins did to their server software. I assume that they don’t assign you a fixed IP address but if still no joy, maybe check that with them. Update us with your results.
