Barnes and nobel and borders sell blank books.
If you need really thick paper, you might check into a hardbound sketchbook that has watercolor or pastel paper in it. You might also visit a place like Staples or Office Max or Kinko’s (if you’re in the U.S., or a similar office supplies store with a print/copy center if you are not) and see if they can bind paper of your choice for you in the size of your choice (but I do not think they have the capability for hardbound books).

I seem to recall the Moleskine sketchbooks have pretty heavy paper (but don’t quote me on that because I haven’t had one in my hand in years). But they’re not "textbook" size or anything, and have more pages than you need.

You might also try stores that sell teaching supplies; I know you can get those little blank books for kids to write stories in, though you may not find heavy paper and I’m not sure if you will find any with as many as 60 pages.
