You might try a system restore on windows 7 go control panel >system>system protection>system restore an choose a protection point recommended or one of your choice {theres a show more restore protection points -you can chek} bad sites are good at knocking them out so choose one right away if you need. Also after you click system protection theres an option to create a restore point create them once a day at least.
I would suspect spyware, possibly incomplete defrag. This all may be resolvable with a System Restore and better maintenance tools..
Here’s what I would do:
1. Do a System Restore to a point before this was a problem:
a. Start – All Programs – Accessories – System Tools – System Restore (click to open);
b. Select a restore point well before you started having these problems;
c. Start the restore process and let it complete (Name the restore operation something descriptive like "Downloads Repair").
Note: you will need to re-install any programs that were installed after that restore point — one of which may be the cause of this. Do so one at time so you can see if any one of them causes the problem).
2. Get a good Anti-Spyware program (Ad Aware is good and it’s free — see link below for this and some paid for programs as well)
a. Run a complete (full) SpyWare scan with Ad Aware and handle whatever it finds.
3. Next, ensure the Registry is clean.
Solution: Get and run a good registry cleaner.
a. Check to see if there is a registry cleaner already on the system;
b. if none, get CCleaner Yahoo it or go to site shown below
c. Run the Registry cleaner till it finds and corrects all errors
4. Run a good disk defrag. If you do a lot of surfing, the built-in may not cut it. Consider downloading a free trial of a third party commercial defrag tool.
Third party programs are more robust and many work in the background so you can use your PC while defragging.
Most third party programs offer a free, fully-functional trial (the better ones are for 30 days).

a. Select a program and install it. The better defrag programs are automatic and the top placers in the above review can defrag while using the PC. The top placer was the only defrag program that prevented fragmentation (see the review).

b. Defragment your disk drives. The best defrag programs are very fast. You will be able to see the progress and with the gold medalist, you can use the PC while it is working with no problems.

PS: If all this checks out and still no joy, I would suspect maybe it’s the router or the modem.
0. Power down the PC, then Unplug the modem from power and keep it off for 30 seconds or longer.
Power up the PC then reconnect the modem and see if it is handled. If not, proceed
1. Bypass any routers you may have and connect the PC directly to the modem. If now OK, it’s the router.
2. If still a problem, get a new modem (ensure you can return it if yours proves to be OK). Connect your PC to the new Modem — if all OK, then it was the modem.
3. If still a problem, connect another PC directly to the modem. If it works fine, then it;’s your PC — likely the NIC (Network Interface Card). Get a new one and replace it.
4. If still a problem, connect your PC to a friend’s internet connection and see how it runs. If it’s fine, it is the internet connection. Contact Verizon and tell them you are going to switch to ATT Uverse or Time Warner Cable if they don’t get their fannies over there and FIX it!!
