Let me answer the last part of your question first. Close all open programs so you’re at the desktop. Click the start button > control panel > internet options. An Internet Options dialog box opens. On the general tab click delete cookies, delete files (including offline content), and clear history one at a time. Answer OK/Yes when prompted.
When someone can’t open the Disk Cleanup utility it usually means system files might be damaged or even missing. If you’re using Windows XP and if you have your install CD, you can run a System File Check. Click start > run > type in "sfc /scannow" > OK (no quotes and note the space between sfc and /scannow.) If damaged or missing files are found you’ll be prompted to insert the CD so fresh copies can be installed. This scan could take over an hour so be patient.
If the SFC doesn’t solve the problem you might have to do a Repair Install of the entire operating system. A Repair won’t do anything to your personal settings or programs, but you would have to re-visit the Windows Update site to reload any patches, fixes, etc. that came out after your install disk was made (including any service packs if they’re not on the disk.) This site gives instructions and actual screen shots of what you would see. I selected XP Pro but the steps are the same for XP Home:
