Clean Registry and Optimize PC
One possibility is go to your start menu & then hit RUN. Type in msconfig, & under the services tab hide all microsoft services. This will let you see what extra garbage you have running that you don’t really need. Also under the startup tab uncheck everything you don’t want running on startup except your firewall, anti-virus, & possibly anti-spyware or anti-maleware. There may be certain things you want to run on startup, but in my experience they just tend to bog the computer down to a crawl.
I know a quick and easy fix for all of your problems. Check somewhere on the outside, for something that says "Dell" or "Windows". Anything of that nature means that your computer is broken. Here is the link to get it fixed.

try reinstalling your operating system, recently one of my desktops slowed down to the point of freezing alot and it end up being one of the memory sticks went bad. as soon as i took it out of the pc problem was solved
