then use a registry optimizer or cleaner to optimize your OS

Sorry but that is a very old computer now. I had to squint when I saw ‘Athlon 4’, I guess that was even before Athlon XP, which is almost 10 years old now. Combined with 256mb of ram, im surprised you can still even use it.
Buy yourself a nice cheap $400 laptop, or $300 2nd hand, it will be FAR FAR faster than that.
You need to add more ram, 256 is not enough
WOW might want to get yourself a new laptop. Overtime your essential computer programs will take up more ram and cpu usage overtime as software becomes more developed.

You are severely constrained on your RAM and CPU. As you update XP with all the service packs and upgrades, the CPU and RAM load increases. If you have windows updating your computer in the background (automatic updates setting=download and install updates automatically [recommended]) you will be constantly downloading updates and installing, further slowing the system. One of the biggest things that happens is automatic updates starts downloading SP3 and the download slows the OS to a crawl.
Nothing to do but either switch to a better computer or install a lightweight OS (like linux). You really can’t upgrade your RAM enough to make a difference as you have a really outdated CPU.
A 300$ netbook with windows 7 would outperform your laptop hands down.
