I hope this is of some help. If you still can’t do it then suspect spyware or a virus.

its a permission problem
Hi, I have consulted an IT Specialist friend in Samsung Engg., below are his recommendations:
1. First check if you have administrative account. Normally this disk management tool will not work if you are on restricted mode only.
2. Is your antivirus currently updated to the latest antivirus engine.
3. If not, chances are that you are probably infected by virus.
There are some virus that prohibits you to access some disk management
tools and sometimes they removed it from your internet explorer.
4. Try to restart your computer and press F8 (Safe Mode). Then try
to run the diskmanagement tools again.
5. If this thing will not work. Try to install some registry fixing
program ( from PCtools, Acronis, Norton). This program can
fix errors in disk management related problem.
You can ask him more questions, he’s so helpful really. Gency Legaspi (IT Specialist of Samsung Engineering-KSA, gencylegaspi@yahoo.com)
Hope this can solve your access problem.
