You can adjust what sounds your computer makes from the Control Panel. I made some .wav files one time with Sound recorder off of my favorite cd. When ever i would boot up it played a cool little clip i cut.
Remember: Start; Control panel; Sounds and audio devices. Click the sounds tab in there and you can adjust what sounds your pc makes.

This sounds like a problem I had in the past with my computer,
you could try reinstalling you sound drivers and seeing if that works.
Just really try that, but I am not really promising anything, but you could try that for a possibility
Open your Control Panel > Sound and Audio Devices > Sound Schemes > Windows Default

Possibly your ‘media’ file has been misplaced/deleted.
(filepath: ‘c’ drive>Windows>Media)
If you’re not really missing the lame Windows sounds, suggest you go to this site for free .wav files to replace them.

Clean site; no virus/spyware issues.
As to the intermittent/selective audio operation; next Microsoft update you get, click the ‘Custom’ button (not the ‘Express’); this will give hardware & software updates specific to your unit (vs. Windows OS updates only)…that may resolve some of the issue.
