Don’t buy a external hard disk in order to increase the performance of you computer.
The main reason for slow speed is lack of system and registry cleaner,memory optimizer,registry defragger & optimizer,windows optimizer,files and folders optimizer so just make sure that your computer fulfils all above requirements.
There are lots of temporary files made on system these files accumulates unnecessary space, slows down the system and increase unnecessary load on the processor causing in excessive heating. So it is quite necessary to continuously clean up the disk and maintain and reconfigure PC functionality

External hard drives, while adding additional storage space to a PC, do very little for actually speeding up the computer. I am assuming a Windows computer, and from within Windows (right-click MY COMPUTER, then PROPERTIES) you can see the various specifications of your computer, including RAM. An upgrade to RAM (physical memory in the machine) will make the most difference in performance.
Short answer is No.
Without knowing ANYTHING about the PC (thanks for the detailed question) an external hard drive is just a place to store information. if her hard drive is almost full, you can pull data off and defrag her main drive. That might speed it up a little bit.
Without knowing anything about the PC, nobody can tell you what you should buy to speed it up. More CPU and more RAM are rules of thumb.
no unless you do a reinstall of hte operating system just a new hard drive will not speed it up in any way RAM would probably be your best bet.
More RAM or faster CPU will do the trick. Only time an additional hard drive would benefit is if your primary hard drive is running low on space and is heavily fragmented. Still nice to have a backup of your data. A cheap solution if you have the time:
– make sure there is at least 10% or 5-10GB of free space on the C: drive.
– run CCleaner (freeware) to delete unneeded temp files http://www.filehippo.com/download_ccleaner/
– defragment your hard drive
– run spyware detection software such as SpyBot or Malwarebytes (freeware) to clean the system of possible spyware/malware.
