Do you have your Windows 7 cd? If so pop it in and boot up with it. If you do not get the "Boot from disc…" option just go into your BIOS and look for the startup/boot device priority tab. Make sure the CD/DVD tray is before the HDD. Anyways once you get the boot from disc option go ahead and do it, it’ll load some files and such, then it’ll give you a bunch of different options. I bet your hard drive is corrupted. I had that happen to me with Vista, I thought I could just reload another copy and it turned out to be a freak HD corruption for no apparent reason, the HD was only 2 months old!.
Open the Start menu and click on the "Shut Down" button.
