It sounds like the file system was damaged when the battery went dead. Use F8 to give you the extended set of boot options. Select safe mode with command line and (if it does that for you) type
chkdsk /r c: [enter]
It will inform you the volume is in use and is locked, and will ask you if you want to run the command when it boots up again. Answer Y and reboot the computer. Select normal startup and let the command run, about an hour. With luck, Windows will run normally after that.
If you can’t boot to a safe mode command line (that atipcie driver is for accessing the PCIE bus, so it may still try to load that missing driver) your next step would be to locate a boot disk and run the command after booting from the disk. You can even use the recovery console on a borrowed Windows CD; it is not a violation of the EULA to do that.
A system reformat is in store. If you want to try something simpler then try pressing F11 when your computer starts up. This should (supposedly) bring you to system restore screen. If it does just select a date from when you could remember your computer was working properly and it should set it back to those settings. If none of those work you should probably call customer support. They may not help you if you don’t have a warranty so you could also bring it to Best Buy or Staplez and I assume someone there could help you out. Good Luck!

But this sounds more like a procceser problem
Stopping at Atipcie.sys means it’s loaded that one, but can’t load the following system file, so you can disregard anything about that!
Press and hold the power button until it turns off (if it isn’t already).
Remove all peripheral devices, USB sticks, mouse, keyboard, external monitor/drives etc.
Remove the battery and turn the charger/adapter off at the power outlet, but leave it plugged in.
Press and hold the power button for 5 seconds to discharge any residual current.
Replace the battery and turn on the charger/adapter then turn on the laptop.
Try the installation disk again, if it doesn’t work reseat/replace the RAM, reseat the hard drive* and try again.
If it still won’t load, you should take it to a reputable technician.
**Most laptops will have either a sliding switch or 1-2 screws holding the drive/RAM in. Sliding the switch or removing these screw/s will enable the drive/Ram to be pulled from the machine.
