There are 3 step to repair windows 7 startup error
I had the same problem, My friend helped me fix it, he is a computer expert. He told me a very good way. I use this method also fixes a lot of common computer errors, I think you should try it, you only need 3 steps to fix windows 7 startup error:
1: Download a windows 7 startup error repair tool and install it.
2: Open windows 7 startup error repair tool and scan you computer for free.
3: Click fix button and you done. Enjoy it.

BILL M answered your question, he’s right and you should do what he says, also vista is known for losing it’s MBR as well, you need to use the dvd from widows 7 and do the repair from their options, not with the operating system, whats stored in bios,rom and or safe mode, you have an MBR problem
Restart computer and when it begins to load keep pressing the F8 button. This will take you into the Safe Mode panel. When this loads, using the arrow keys select Start in last known good configuration. This might coorect the problem. If not do exactly the same thing but this time select to startup in Safe Mode. Allow the system to load. Once in Safe Mode do the following
Go to Start>All programs>Accessories>System Tools>System Restore and then select to restore your computer back to a time when it was working properly. You can keep restoring back until a time when the systen starts up normally.

I think your window may be corrupted..
Sounds like something got corrupted when the power cut out, you might need to reinstall your operating system.
Do you have a Windows 7 installation DVD? If you do, boot from that disc and run the startup repair program.
Edit: So it look like you don’t have the installation or recovery DVD for your brand and model. You didn’t mention what brand you have. Maybe you can access the recovery program from the hidden partition in your hard drive. Choose the one that applies to your brand:

Mind you that you will lose all your data in drive C if you are going to do a full System Recovery. If you don’t have a backup, I suggest that you make one. Use this bootable CD and boot in Mini Windows XP. It will enable you to browse your hard drive’s contents and copy them to a flash drive, DVD or an external hard drive.
