So you let the repair utility finish completely before restarting the computer and nothing you’ve tried is working? You have tried the system restore from the repair tool and still nothing? Everything you have tried hasn’t worked so my thoughts are probably what you are fearing which is to use the windows disc and reload.
You’re obviously pretty computer literate, so I don’t know if I can help, but the only thing that comes to mind is a change in the BIOS settings. If the BIOS is reporting wrong hardware to Windows then you may get an error like this. I would check this first, just to be sure it’s seeing the correct hardware configuration. After that, try the Windows 7 install disk system recovery as follows:
To use this method, you need to set your CD or DVD drive as the first device in the Boot Device list in BIOS, then:
1.Insert the Windows 7 installation disc and then reboot your computer.
3.When prompted, press any key, and then follow the instructions that appear.
4.On the Install Windows page, or on the System Recovery Options page, choose your language and other preferences, and then click Next.
5.Click Repair your computer.
6.Select the Windows installation you want to repair, and then click Next.
7. On the System Recovery Options menu, click a tool to open it.
