If you run system scan with Norton Internet Security 2009 and Malwarebytes’ Anti-Malware (MBAM), you don’t need to do anything else. If something suspecious is running on your computer, your virus programs will pick it up.
The reason that your computer maybe down would be due to Norton Internet Security 2009, because it’s a huge system hog. The 2010 version is much better in terms of using system resources. It’s not really necessary to have a Security Suite. All you need is an anti-virus program. If you want to pay for an anti-virus program, I would recommend "Eset Nod32 Anti-virus 4". It’s absolutely amazing.
To see if the processing running are suspicious, read the description section and see if that’s a program that you have. If not, Google/Bing it to see what software it’s part of. I have 60 processes running on my computer. I am running Windows 7.
I have used RegCure before, but not anymore. I am using CCleaner. You don’t need to pay for any of those software. If you are looking for a good, free anti-virus software, try "Microsoft Security Essentials" (MSE). If you use this along with MBAM, that’s all you need.

Should you buy the 2010 version? 2011 version has come out. So, it’s best to buy that if you are planning to purchase Norton IS. To be honest, I used Norton IS before and I found it to be a big system hog. It really slowed down my computer. You wouldn’t know how much until you uninstall it. They have really worked on it and made a huge improvements in their 2010 version. I am sure the 2011 version is equally or even better. You should read and watch some reviews on YouTube, for example. I have been using Eset Nod32 Antivirus 4, and I am not planning to switch to Norton. If you plan to buy Norton, I think Norton Anti-virus 2011 would suffice; you wouldn’t really need Norton Internet Security 2011. I don’t think people would be trying hack your computer, unless you are running some online business or something.
You said you have Windows Vista. I would definately recommend Windows 7. It’s absolutely amazing. "Windows 7 SP1" will be coming out in June. So, you can wait until then, if you like.
