Add any new hardware or software recently ? If so try removing it first.
Do the F8 routine and try

Do you have a windows instalation cd ??
Not a recovery disk an actual windows XP instalation cd .
With this you can do a repair of windows and a majority of the time most all of your files are saved.
But if you have a virus on the machine I suggest you get right on it if windows does come back up and running.
try hitting the f8 key while booting up and boot into safe mode with networking, then scan and remove the virus. Make sure your virus database is up to date(reason for networking bootup). If safe mode doesn’t get you booted up, then formatting is pretty much your only option. You could also reinstall Windows without formatting so you don’t lose all your files. This way you can back up your stuff and then reformat. Good Luck!
Restart your computer with the Windows XP Setup disk in the CDROM drive.
If you are prompted to press a key to start the computer from CDROM, do so quickly. Otherwise it may try to boot from the hard drive.
After a few minutes, you’ll see a prompt to press the R key to start the Recovery Console.
When Recovery Console starts, it will prompt you to enter a number corresponding to the Windows XP installation that you need to repair. In most cases, you’ll enter "1" (which will be the only choice). If you press ENTER without typing a number, Recovery Console will quit and restart your computer.
Enter your Administrator password. If you don’t enter the correct password, you cannot continue.
At the Recovery Console command prompt, type fixmbr and then verify that you want to proceed.
I know the Bart-PE software you can load things like that, it’s not extremely user friendly to create, but if you follow their steps, it’s not horrible…

Have you tried safe mode?
F8 before the windows logo, and choose safe mode, or safe mode with networking if you need to update antivirus software and scan.
right click my computer, go to properties, and the advanced tab, in startup and recovery, click settings and make sure there’s a check next to log event, and no check next to auto
restart.
if you can get into safe mode, right click on my computer, go to manage, and check the event viewer for any errors…
