Your problem is really simple.
Many programs that put registry items in the registry can require other programs to operate properly.
You have cleaned out registry files that were key to your computers operation.
Now your only choice is to erase and install the operating system again.
If you don’t have a disc you are SOL.
You are only left with a couple of options.
You need a full retail version of the windows XP operating system
You cant use someone elses copy it will cause both to be disabled.
Your best bet is to take it to a computer shop and have them do it. This will speed your computer up a bunch. Not having the Packard bell version will eliminate a ton of unnecessary crap

Ok i skimmed through most of your answer (don’t have the attention span to read everything) If your cousin has an XP disk and your OS is xp then you are fine. just boot the computer from the cd (usually F12 or F10) then chose R for repair. DO NOT reinstall windows because this will write over all the data on the computer. Not sure what the consistancy check was but it sounded like a chkdsk. Another thing you can try is with windows booted go to the cmd prompt and type chkdsk \r c: This will run a chkdsk and repair any problems on the next reboot.
I’m not positive but I think you CAN do a repair with your brothers disc.
I would try that first you have nothing to lose, you may have to reinstall the sound driver afterwards. I have that problem with one of my older computers
