As said in another answer, your problem is probably the limited 256 Mb of RAM memory. on a regular configuration, windows XP and its parent processes can easily take over 200Mb of RAM just to work.
However, to be sure that this is your problem, i suggest that you use the ctrl-alt-del function. After go into the "performance" panel. Down the auto refreshing graphs, there are a set of numeral values in square boxes. Find the one with "Physical memory" in it. The "Total" amount should be around 252000 (+ – 256 mb). If you check just down this number, you will have the free memory not used by your sustem. if this number is really low, you will have no choice to get better performances than to get more RAM sticks or better ones.
In a word- 256MB of RAM
Norton is the biggest resource pig on boot I have ever seen(nah the AV’s are) and Win Defender is pretty boggy too!
You my friend need to get about 1GB of RAM if you wish to have any semblance of decent start up time.
No conspiracy, just need more memory. You put in the added hardrive because you needed more space, so don’t be shocked.

You may have done this step:
Go to start, run, type in "msconfig" without quotes. Click ok. On the top right tab, click startup. Click disable all. Check "CCAPP". Click apply, click close, restart computer. This will speed up computer and speed up boot process.
Next step:
Do not run Microsoft Defender and Norton at the same time. This will slow boot process big time. First step will disable this.
Last step:
Reformat and recover system. This will speed up boot process, and improve performance.
I had a similar problem, and it turned out the problem was with my graphics card. Goto control panel-> add hardware-> select next-> selected yes already connected device-> and check everything on that list relating to your graphics to see if it is malfunctioning or not. If it is malfunctioning, then we can move on from there and for me I could correct the problem from that area.
Run "check disk" check both options and restart.
Run Disk Cleanup then Disk Defragment.

Can you learn another language in the time it takes for your machine to boot? Do you turn on your PC when you go to bed, so it’s finished booting by the time you get home from work the next day?
When Windows loads it’s Startup file, it attempts to load every program in there at the same time. Therefore if you have quite a lot of programs starting when Windows starts, each program will try and grab CPU time so that it can load.
If each program tries to do this at the same time, you soon notice the slow down that occurs, due to your CPU trying to help all the programs to load, and your hard disk accessing multiple files.

You might try AVG or Avast in place of Norton. Norton is well known for using a lot of resources and slowing the system down.

Run cleaner and run "scan for issues"
Note if a scan detects a problem but is unable to remove, start the computer in safe mode with the internet line disconnected and run a full scan.
In severe cases your system restore files will also be infected. In these cases you will need to turn off system restore to prevent malware hiding in the system restore files and reinfecting the computer during removal or during a future system restore. Turning off system restore deletes the system restore files.
Right click on "my computer"> Properties > System Restore Tab > Check box turn of system restore
After the malware is removed turn on system restore.
