I inherited a HP 510 Notebook PC from a friend but any software that came with it is lost.
The Dell CD says "only for use on a Dell" or some such stuff but that seems like it might be just corporate nonsense.
I can load the recovery console in the HP at bootup using the Dell disk but I want to know if there’s any real reason not to try it out before I start messing with it.

Usually these CDs are configured to detect the host system. That security feature is created to prevent users from benefiting of a thrid software application that in this case Dell built and be used on another type of machine.
Usually if one tries to install fro a dell CD on Another vendor it wont work. That is in the case when people usually try to recover the entire system.
If you can use features of it use them.
