if so… this might be the reason why i cant open my control panel anymore… and i also cant do system restore…. pls answer this simple question… thanks!!!!

As any other windows vista needs a registry cleaning you can get a free registry cleaning called CCLEANER.
you can get it at http://www.piriform.com.
and about the control panel problem try using MALWAREBYTES
you can find it at http://www.malwarebytes.org.
Go to download.com and get Advanced Windows Care.
ANY version of Windows requires registry cleaning. Windows Vista is no different. Windows Vista is NT 6, meaning it is very similar to Windows XP (which is NT 5.1)
More than likely its because of spyware or a virus.
vista cleans the registry automatically. you dont have to do anything to make it work. you probally have another problem,what does it say when you click on the control panel? have you run an anti virus? or an anti spyware latley?
