I’ve downloaded Counter spy, have a virus program, ad-aware etc. etc. Also have removed this from cache, but it keeps on coming back.

Check your add/remove list for anything that looks out of place or that you did not install. When done there, make sure that your windows are up to date. Once you have updated windows, go to microsoft nd download Microsoft defender. This is a free program from Microsoft that removes spyware. Once that program runs and removes all items found. Clean out your temp files in Internet Explorer by clicking on Tools, Options, then click delete files.
It could be regenerating spyware. You may have to re-image your machine.
you could try a pop up blocker
Use Microsoft Windows Live! or the Security Center and enable POPUP BLOCKING!
I’d try Spybot Search and Destroy or Microsoft Windows Defender, both are free. Winfixer is spyware.You might also go to Norton.com and check out there fix tools.
try Spybot. or just type "remove winfixer" in a search engine, including the quotes, something should come up
Many forms of spyware behave like viruses. They regenerate themselves through registry entries and are extremely difficult to get rid of (once infected) – even using the "best" removal tools. Prevention is the best way to avoid them. Find a knowledgeable person in your area and take you PC to them to have it corrected. Re-imaging should not be necessary – but a lot of experience is required – and patience. Generally, it can take a very experienced person a few hours to completely remove the pest. Good luck!
