You can reformat the HD. But this will completely delete everything without any way of recovering it. Just put your system installation CD in and it will guide you from there.
I mean everything will be deleted, nothing will be left.
Clean hard driver? Do a disk defragment and a disk cleanup. Both can be found by right clicking the hard drive you want to "clean" and clicking properties.
