Most programs today come with their own uninstallers. Most of them remove files, both from the program’s own folder and any put into other folders (windows\system32 being a popular one). Most of them do NOT remove Registry entries made on behalf of the program, and this where registry cleaners come in.
Stay away from the automatic "easy" ones, as you don’t know what they are doing. With the ones you have some control over, you might still not know what it’s doing. Or you may not know what YOU are doing when you let it do something. But at least you have the choice to let it clear out things with names you recognise as being something you want gone.
Ccleaner is one popular and well behaved one, probably the best of the free ones; or you can try RegCleaner, which is $29 with a free trial, which I’ve been using for 6 or 7 years. Both give you a choice of what to clean, and help with uninstalling things you no longer want. They also get Registry entries left behind by viruses.

I can’t answer your question about a complete program uninstaller. I certainly lose respect for software and the companies that make them, when a program is difficult to remove from the computer.
But registry cleaners were not intended for that purpose. If you have pesky remnants of a program left in C: programs, no registry cleaner is going to fix that.
A registry cleaner [and some have several functions] is just meant to make your computer more efficent by removing registry association that are no longer connected to a program. This cleaning can actually speed up your computer and reduce the bulkiness of the registry.
I have too experienced damaging registry cleaners; they unwittingly removed stuff I actually need from the registry.
But one registry cleaner is really excellent. It’s by PC tools called "Tune Up Utilities." It has a full functioning 30 day trial period; will back up your registry before cleaning; and has never in my many years using it ever removed needed files form the registry of my computers.
If it is the pesky remnants of a program left in C: programs; unless it’s spyware or viral, try downloading the same program again and you may have better luck then uninstalling it. I know, sounds crazy, but sometimes works. Or contact the software company and complain that you would like them to provide you with a better uninstaller.

Ditto. You should be able to uninstall it in Add/Remove Programs. Then check the real program files by opening drive C. Make sure nothing is left behind. You might consider a system restore back to when you first used the program. Good luck.
I have used TuneUp Utilities 2006 for about one year, and it satisfies me enough. For a free one, I suggest to use RegCleaner 4.3 which you can download from http://www.majorgeeks.com/download460.html. I used this utility long before I use the TuneUp Utilities.

Idk. that un-installer program sounds like a good idea. but i’ve never heard of that one before. i use Norton 360 which has one in built and i un-installed a lot of programs, and my computer still works top shape.

Some of the antivirus softwares will help you not to write anything into registry. i.e suppose if we install any new game or any new software then before changing the registry, we will get an alert from antivirus saying that your registry is going to change by that new software. It will asks to allow or deny. If you say deny , then it wont write anything into your registry.
