I already have one that comes with my anti-virus program but it’s not as effective as the one that I use to have. I want to use it again but I’m afraid it might conflict with my anti-virus’s cleaner. Is it ok to have 2?

Yes you should be fine. You can install the one you used to have.
Is it a registry cleaner you want to install or are you asking whether you can install another anti virus program. You did not say what program you had before and like to reinstall. When it is an anti virus, you should not do so. More than one reg. cleaner is even a good thing. I have 3. but no you should not have more than one anti virus program.
yes it is actually better one misses the other cleans up
